Support not punishment: Working with the police to prevent criminalisation of those sleeping rough

The new Criminal Justice Bill being introduced by the UK Government contains powers for police and local authorities to enforce against so-called ‘nuisance rough sleeping’ by moving people on, issuing a fine up to £2,500 or even imprisonment. But rough sleeping isn't a life choice and people experiencing homelessness need support not punishment.

Riverside, Greater Manchester Police, Manchester City Council and CGL have worked to develop a strong partnership to ensure people get the support they need. Creating a multi-agency 'Street Engagement Hub' that works with people, in an attempt to remove barriers to service, through a referral system that is police and council led. We will hear from each of the partners and learn about the development of this partnership, the resource, expertise and funding each partner provides, and the impact this new way of working together and data sharing has had.
